1)I tried to look for them online but I didnt find anything. 2) They say they give out money to one out of 1,000 people and have gave over 20,000 people 3) They want me send them $25.00 for administrative cost, which is fully refundable. 4) Is this some kind of scam ?

If they are going to give you money, why do they need you to send them money for admin cost? Why not just take it out of the money they're going to give you? Yes, it's a scam. Asking for money up front should always be a red flag!
